Special Plan for Territorial Planning and Development of the Delimited Area of the CHSS
The Government of El Salvador, through the Ministry of Tourism (MITUR) and the Planning Authority of the Historic Center of San Salvador (APLAN), presented the Special Plan for Territorial Planning and Development for the Historic Center, a strategic instrument drawn up with a vision for the year 2040.
The Plan covers 76 hectares (80 blocks) and establishes clear rules for sustainable growth, private investment and cultural protection.
Key Points of the Special Plan:
- Heritage Protection and Development: It recategorizes 239 Real Estate Cultural Assets (BCI), safeguarding 30.37% of the buildable area for conservation and allocating the remaining 69.63% for urban development and modernization projects.
- Habitability and Housing: It promotes the repopulation of the center by prioritizing decent housing for current residents through housing and mixed-use cooperatives.
- Strategic Projects: It prioritizes 7 key interventions, including the renovation of the Ex-Cuartel Market, the enhancement of the San José Block, internal collective transport and a Master Plan for water and sanitation.
- New Tourist Circuits: It consolidates 7 thematic routes (Heritage, Religious, Squares, Markets, Architectural Styles, Tourist Bus and the Art Deco Corridor on Rubén Darío Street).
- Digital Agility: To facilitate procedures and investments, APLAN makes available a Geoportal (GIS) and the institutional Single Window .
With this initiative, the Historic Center strengthens its economic dynamism, security and national pride, consolidating itself as an international benchmark for urban revitalization.
